Well, this is a lot of fun since 9/11. When I travel with henna powder or mixed henna, I put it in a checked bag and hope they don't loose my luggage. It's best to place mixed henna in an airtight container and then in a zip lock bag because of the pressure that can build up in a plane, you don't want a mess all over your clothes. Though it's probably still legal to take henna in a carry-on, I'd avoid any red flags since many people don't know what it is.
